Da Nang promotes the construction of 3 new industrial zones, including Hoa Cam (phase II), Hoa Nhon and Hoa Ninh, which has received the attention of many large enterprises across the country. When opening prequalification and investor selection bids at the end of 2020, there were 8 investors participating, including one international investor and 7 domestic investors.
These are all "famous" companies in the construction of industrial zones. However, in the end, no investor was eligible to participate in the next bidding because they did not meet the criteria of capacity and experience as prescribed.

In Hoa Ninh Industrial Park, the results of the pre-qualification assessment of all 3 units, including Long Hau Joint Stock Company participating in the bid, were not successful. The reason for failure is that the contractors cannot prove that they have completed projects with a total investment of 2,000 billion VND or more (corresponding to type 3 projects) within the last 10 years for consideration and evaluation.
In addition to the fact that none of the enterprises met the bidding criteria, the slow deployment of industrial zones also affected the lives of people in the planning area. As Hoa Ninh Industrial Park has been approved by the city. Da Nang has been planning for more than 10 years, but it was not until 2016 that the City People's Committee approved the adjustment of the land use boundary map of Hoa Ninh Industrial Park Project on an area of more than 550 hectares... In 2017, the City People's Committee. Da Nang again issued a Decision approving the adjustment of the land use boundary map of Hoa Ninh Industrial Park, reducing it to more than 400 hectares. For many years, people in the planning of Hoa Ninh Industrial Park could not carry out procedures to separate plots, change land use purposes, and could not build houses.
Waiting for approval
The three industrial zones above have a total area of 880 hectares with an estimated investment capital of more than VND 15,800 billion. These are key projects, Da Nang wishes to complete it soon to promote industrial development and attract investment. However, strict criteria have made it impossible for any business to meet the set conditions. Therefore, Da Nang has reported to the Ministry of Planning and Investment to adjust the bid evaluation criteria.
At the same time, Da Nang also implemented site clearance for the above industrial zones. Recently, the City People's Committee of Da Nang has approved the construction of 2 resettlement projects to serve the clearance of Hoa Ninh Industrial Park.
Hoa Ninh Industrial Park will be built for the electronics industry, mechanical industry, consumer goods production, pharmaceuticals... Meanwhile, Hoa Cam Industrial Park (phase II) belongs to the group of mechanical assembly industries, manufacture electrical and electronic parts, produce consumer goods, household appliances; Hoa Nhon Industrial Park was built to serve the group of light industry, precision mechanics, pharmaceuticals, high-class building materials...
Information about the progress of these 3 industrial zones, Mr. Pham Truong Son, Head of the Management Board of Da Nang Hi-tech Parks and Industrial Parks in Da Nang, said that the Ministry of Planning and Investment has sent a dispatch about collecting opinions from ministries and sectors. related to investment projects, construction and infrastructure business in Hoa Nhon, Hoa Ninh and Hoa Cam industrial zones (phase II).
"The city is also explaining the opinions of ministries and branches to speed up the appraisal of project documents and submit them to the Prime Minister for approval to invest in these three industrial zones", Mr. Son informed.
Da Nang is trying to speed up progress, but reality shows that these key projects cannot be completed soon.
