SOUTH  PHU YEN ECONOMIC ZONE

- Phu Lam, Phu Thanh and Phu Dong wards of Tuy Hoa city, Phu Yen province.

- Wards and communes: Hoa Hiep Bac, Hoa Hiep Trung, Hoa Hiep Nam, Hoa Tam, Hoa Xuan Dong, Hoa Vinh.

- Wards and communes: Hoa Xuan Tay, Hoa Tan Dong, Hoa Xuan Nam, Hoa Thanh in Dong Hoa district, Phu Yen province.

1. Research field

        South Phu Yen economic zone includes the entire administrative boundary of Phu Lam, Phu Thanh and Phu Dong wards of Tuy Hoa city and wards and communes: Hoa Hiep Bac, Hoa Hiep Trung, Hoa Hiep Nam, Hoa Tam, Hoa Xuan Dong, Hoa Vinh and a part of wards and communes: Hoa Xuan Tay, Hoa Tan Dong, Hoa Xuan Nam, Hoa Thanh in Dong Hoa district, Phu Yen province. The scale is 20,730 ha, the boundary is determined as follows:

        - The North borders the Da Rang River;

        - The South borders Van Ninh district, Khanh Hoa province;

        - East sea bordering the east;

        - The West borders the expected North-South expressway corridor.

2. Properties

        - Being a general economic zone with modern urban infrastructure as a driving force for the development of the South Central Coast region;

       - Being the gateway to the sea of the Central Highlands and the southern provinces of Laos as well as the Northeast of Cambodia and Thailand, a major international trade center; has an important position in terms of national defense and security;

       - As an economic zone with main functional areas: seaports and seaport services, high-tech industry, trade and tourism services, urban areas with full social and technical infrastructure systems.

3. Forecast of population development and construction land in the region

       a) Population:

       - Population forecast by 2015 is about 145,000 people. In which, the official population of the economic zone is about 140,000 people with the urban population accounting for about 120,000 people.

       - Population forecast by 2025 is about 185,000 people. In which, the official population of the economic zone is 180,000 people with the urban population accounting for about 175,000 people.

 

       b) Land for construction of economic zones:

       - It is forecasted that by 2015 the demand for construction land in the economic zone will reach about 8,155 ha;

       - It is forecasted that by 2025, the demand for construction land in the economic zone will reach about 11,548 hectares, including: the non-tariff area of ​​about 320 hectares; the port area is about 470 ha; industrial parks about 2,682 ha; urban and residential areas about 4,065 ha; tourism - ecological service areas about 740 ha; concentrated green areas, landscape protection areas about 1,706 ha; the land areas for arrangement of key technical infrastructure works are about 150 ha; External traffic is about 1,415 ha.

4. Space development orientation

       a) Space development orientations:

      The economic zone develops on the basis of spatial axes in the Southern Tuy Hoa - Vung Ro infrastructure master plan approved by the People's Committee of Phu Yen province.

       - Nam Tuy Hoa urban area is located north of Tuy Hoa airport, bordering Da Rang river;

       - Hoa Vinh urban area along National Highway 1 from National Highway 29 to Ban Thach River;

       - Along the coast are mixed tourist areas combined with industrial service urban areas and residential areas with new combined status (Hoa Hiep Bac, Hoa Hiep Nam and Hoa Hiep Trung wards);

       - Non-tariff zones are located in Hoa Hiep Nam, industrial parks are located from Hoa Xuan Nam, Hoa Tam to Vung Ro adjacent to Bai Goc and Vung Ro port areas;

       - Renovated village residential areas in combination with agro-ecological areas along the Da Rang and Ban Thach rivers;

       - The area along the banks of the Da Rang and Da Nong rivers and the Bien Ho area at the foot of Deo Ca mountain is an area of ​​ecological landscape combined with tourism services;

       - The agro-ecological zone will be a buffer zone and reserve area for future economic development;

 

- The natural landscape protection zone includes the entire area of ​​Da Bia mountains, Hon Ba mountain, Vung Ro mountain and Deo Ca mountain.

 

b) Functional subdivision:

       - Non-tariff zone: located in Hoa Hiep Nam, with an area of ​​about 320 hectares, including: trade and service center, production, processing and recycling area, goods transshipment area, bonded warehouse and amusement park entertainment play.

       - The tariff zone includes the following main functional areas:

              + The port area has a total area of ​​about 470 hectares, including: Vung Ro port is a general and specialized port; Bai Coc port is a specialized port of the non-tariff zone and for Hoa Tam refinery and petrochemical zone

              + Industrial parks with an area of ​​about 2,682 ha, including: Hoa Hiep 1 and 2 industrial parks with a total area of ​​207 ha, new industrial parks: Hoa Tam refinery and petrochemical industrial park 1,080 ha, industrial park oil refinery 170 ha, multi-industry industrial park of 855 ha and high-tech park of 251.6 ha;

               + The center of freight logistics and trade and services has an area of ​​about 115 hectares

             + Urban areas with a scale of about 4,065 ha, including: Nam Tuy Hoa urban area with a scale of about 570 ha, an estimated population of about 30,000 people; expanding Hoa Vinh central urban area with a scale of about 1,045 ha, expected population of about 50,000 people; coastal service urban areas: Hoa Hiep Bac, Hoa Hiep Trung, Hoa Hiep Nam with an area of ​​about 1,540 ha, an estimated population of about 69,000 people; The current residential areas are renovated and resettled with an area of ​​about 910 hectares, an estimated population of about 31,000 people;

 

+ Public and administrative centers are arranged alternately in urban areas and main functional areas in the economic zone, including: The administrative center of the whole economic zone is located in the urban area. Hoa Vinh, scale about 12 - 15 ha; General center scale of 25 - 30 ha, built into a modern architectural complex as a symbol for Hoa Vinh urban area; Training center: Scale of about 30 - 50 ha, expected to be located next to the multi-industry industrial park and close to Hoa Tam resettlement area...; medical centers with a scale of about 12-18 ha, including 2 general hospitals located in Hoa Vinh, Hoa Hiep Trung and a number of medical centers scattered in residential areas; Cultural, physical training and sports center with a scale of about 35 - 45 ha, built in Hoa Vinh urban area; Other specialized centers include: commercial service centers, regional medical centers, high schools, regional administration...

 

              + Tourist and ecotourism service areas with an area of ​​about 740 ha, including tourist areas along the coast; Bien Ho - Han Dam tourism complex at the foot of Ca Pass combined with surrounding monuments to form many types of resort and entertainment tourism, sightseeing... Semi-flooded landscape along the Da Rang river, Da Nong in the future will be an ecological landscape of low-lying riverside marshes combined with tourism services;

 

+ The ecological green area focusing on landscape protection and protection forest with an area of about 1,706 ha will include the entire mountain range in the southern part of the economic zone, including the mountains of Hon Ba, Da Bia, Vung Ro, Deo Ca, etc. coastal anti-wave forest;

               + The area of key infrastructure works has a scale of about 150 hectares;

               + The land area for external traffic is about 1,415 hectares.
