Proposing an investment plan of VND 6,479 billion to build Cao Lanh - An Huu expressway

Pre-feasibility study report Cao Lanh - An Huu expressway construction project in the form of PPP, type of BOT contract.

Cao Lanh - An Huu expressway construction project has the first point of intersection with My An - Cao Lanh highway (about 4km from An Binh intersection), in the territory of An Binh commune, Cao Lanh district, Dong Thap province ; the end point intersects with Trung Luong - My Thuan expressway (about 2km from An Thai Trung intersection), in the territory of An Thai Trung commune, Cai Be district, Tien Giang province.

From the starting point of the project, intersecting with My An - Cao Lanh expressway (about 4km from An Binh intersection), the route deviates in the southeast direction, passing DT.847, avoiding the planning of My Tho town, then The basic route direction goes straight to the East, intersects with DT.850 and is located between the residential area and the Xeo Quyt ecological area, the route continues to cross the Cai Lan river into the territory of Tien Giang province, cross the Bo Goong river and connect with the highland. Trung Luong - My Thuan expressway is located about 2km from An Thai Trung intersection in the territory of An Thai Trung commune, Cai Be district, Tien Giang province.

The total length of the project is about 27.43km, of which about 19.81km through Dong Thap province, about 7.62km through Tien Giang province.

In the completion phase, the route is built according to the scale of 4 expressway lanes with a cross section of 24.75m (4 motorized lanes each 3.75m wide, the width of the median strip and the safety strip in 2 .25m, the width of the emergency stop strip is 3m and the width of the curb is 1.5m); reach a speed of 100 km/h.

In phase I, the project will invest in a 4-lane limited expressway, with a cross-sectional width of 17m, a design speed of 80km/h.

The total investment of the Phase 1 project with a cross-section of 17m (including loan interest) is VND 6,476.93 billion. The total investment in the completion phase with a cross-section of 24 m (excluding loan interest) is 13,298.77 billion VND.

In phase I, the state capital participating in the project is about VND 3,238 billion and belongs to the medium-term public investment plan for the period of 2021 - 2025; capital mobilized by investors is about 3,238 billion dong, of which: equity is about 486 billion dong (equivalent to the minimum level of 15% according to the provisions of the PPP Law), and loan capital is about 2,752 billion dong.

The My Thuan Project Management Board proposes to prepare for the project investment from 2021 - 2023; site clearance and resettlement: 2022 – 2023; construction works: basically complete the route in 2025, transition to completion in 2027.

Dp Cao Lanh - An Huu Expressway Project is a lifeline that plays a very important role in socio-economic development, ensuring national defense and security, so My Thuan Project Management Board propose to apply the form of open domestic bidding (as prescribed at Point b, Clause 3, Article 31) to select investors to implement component projects, similar to the form of bidding for PPP component projects. The Eastern North-South Expressway for the period 2017 - 2020 has been approved by the competent authorities.

The XIII Congress of the Party approved the Strategy for Socio-Economic Development for the 2021-2030 period, with the goal of "By 2030, the whole country should strive to have about 5,000 km of expressways, of which by 2025, to complete into the North-South expressway in the East…”.

About 5,000 km of highways include Cao Lanh - An Huu expressway. This is one of three horizontal highways in the Mekong Delta region.

The investment in the construction of a new Cao Lanh - An Huu expressway contributes to completing the regional traffic network, meeting the transportation needs on the horizontal corridor running along the north bank of the Tien River, at the same time. The route is part of the Hong Ngu - Tra Vinh expressway to connect Dinh Ba international border gate (Dong Thap province) with seaports in the coastal area and Dinh An economic zone (Tra Vinh province).
