On December 17, 2009, the Prime Minister issued Decision No. 2151/QD-TTg approving the general planning task of building Hon La economic zone, Quang Binh province to 2020. Accordingly, the Decision has the following main contents: 

1. Research scope and boundaries:

a) The scope of research and formulation of general planning for the construction of Hon La economic zone includes 6 coastal communes in Quang Trach district: Quang Dong, Quang Phu, Quang Tung, Canh Duong, Quang Hung and Quang Xuan with an area of ​​about 10,000 ha, of which the island and sea area is 1,100 ha.

b) The geographical boundary is determined as follows:

- The North borders Ha Tinh province;

- To the south, it borders Quang Tho commune, Quang Trach district,

- The West borders on Quang Kim, Quang Chau, Quang Tien, Quang Luu, Quang Phuong communes and Quang Long commune, Quang Trach district;

- East sea bordering the east.

Specific boundaries will be determined in the proposed content of the planning project.

2. Properties:

- Is a multi-sector and multi-sector general economic zone, including: Industry - seaport - trade - service - tourism - urban area and agriculture, forestry and fishery.

 

- As an economic center of Quang Binh province, with modern and synchronous urban infrastructure conditions; play a leading role in attracting investment and driving development for other regions.

3. Population size and land:

a) Population size:

+ Current status in 2007: The population of the whole region is 42,000 people.

+ Forecast by 2015: The economic zone's population will reach about 51,000 people.

+ Forecast by 2020: The economic zone's population will reach about 67,000 people.

b) The natural area of ​​the economic zone is about 10,000 hectares, of which the land area for construction of functional areas such as ports, industry, urban areas, rural land, tourism, and infrastructure hubs is about 3,200 hectares. .

4. Main technical indicators:

Based on the promulgated norms, standards and regulations on construction planning, the allowable land fund capacity, natural and environmental conditions, a number of specific economic and technical criteria, and investment demand. invest in research and application of economic - technical criteria suitable to the conditions and nature of a class IV city in the future.

5. Requirements on functional zoning and urban space organization

 a) Space development orientation and functional subdivision:

- Research and propose spatial development orientations of the Economic Zone on the basis of the functional subdivision structure associated with the main traffic framework and the conditions associated with the urban space and the neighboring economic space. . The development space of the economic zone should be organized according to functional areas combined with the organization of large spatial axes linked in an organic system of stable long-term development.

- Rural residential areas should be located in close proximity to areas of agricultural cultivation or aquaculture, with appropriate technical and social infrastructure, and minimize impacts caused by natural disasters. Consult and combine with the pilot master project for sustainable socio-economic development and poverty reduction in the coastal areas and dunes of Quang Binh province to have a suitable solution for the arrangement of resettlement areas and residential areas. countryside.

b) Organization of architectural space: 

Identify the main landscape architecture areas in the Economic Zone, propose spatial organization for the central areas, gateways, border areas, main spatial axes, squares, green spaces and water surface. . . Design and illustrate typical landscape architecture, develop development control regulations for featured areas.

6. Development orientation of technical infrastructure system:

- Determine the transport network of the economic zone to ensure the connection between functional areas and connect with regional and national traffic works. To step by step complete and synchronously connect the transport system of rural residential areas with the general traffic network of the economic zone.

- General land assessment to zoning areas favorable for construction and areas prohibited from construction. Determine the height of the control foundation of each basin, propose solutions for rainwater drainage, solutions to prevent inundation and landslides... Particularly for existing residential areas, specific areas need to be identified. has an unreasonable ground level to have solutions to overcome and improve living conditions for the population.

- Forecasting water demand, determining water sources and standards. Proposing network design solutions and focal works. Develop measures to protect water sources and key water supply works.

- Determining design criteria and standards, forecasting electricity demand, selecting power sources and solutions for power supply as well as communication services for the entire economic zone. State the main solutions for the lighting system of the road network in the economic zone.

- Determine the demand for collection and treatment of wastewater and solid waste, the need for cemetery land. Research and propose solutions for collection and treatment of wastewater and environmental sanitation in accordance with the characteristics of the planning area, locate the focal works of wastewater and solid waste treatment.

- Implement strategic environmental assessment for master plans, projects, and development plans in the economic zone in accordance with the Law on Environmental Protection in order to minimize adverse impacts on the environment when developing, preserving and protecting the environment. ensure the preservation of the environment, ecology and landscape of the region, stable and sustainable development.

7. Determining investment priority programs and projects:

Develop a list of prioritized investment projects in line with resource forecasts; propose mechanisms and policies to manage the implementation of the plan.

8. Profile composition

 

The project file of the general construction planning of Hon La economic zone, Quang Binh province to 2020 shall comply with the provisions of Article 17 of the Government's Decree No. 08/2005-CP dated January 24, 2005 on the Government's construction planning. construction and current regulations on guiding formulation, appraisal and approval of construction planning.
