Hoang Long Industrial Park and Urban Area was approved by Thanh Hoa Provincial People's Committee to adjust the detailed construction planning of 1/500 scale in Decision No. 4671/QD-UBND dated 30/11/2016, with an area of 76ha. Currently, the infrastructure investor is Thanh Hoa Construction Corporation - Infrastructure Investment Joint Stock Company and has been granted to secondary investors to make investment with the occupancy rate of about 80%.

Hoang Long Industrial Park (phase 2) was approved by Thanh Hoa Provincial People's Committee to adjust the detailed construction planning at the rate of 1/2000 in Decision No. 428/QD- People's Committee dated February 2, 2016, with an area of 286ha. Currently, there is an infrastructure investor, which is FLC Group Joint Stock Company, which invests in infrastructure and has so far had 01 secondary investor with an investment area of about 6,355ha.

In June 2015, Thanh Hoa Provincial People's Committee approved the policy for FLC Group to implement the investment project of construction and infrastructure business of Hoang Long Industrial Park.

On September 22, 2015 under the witness of Deputy Prime Minister Nguyen Xuan Phuc and leaders of agencies and departments in Thanh Hoa province, FLC Group officially held the Groundbreaking Ceremony of FLC Hoang Gia Industrial Park project. Long (Thanh Hoa city).

FLC Hoang Long Industrial Park (Zone 2) has a total investment of VND 2,317.5 billion to build a synchronous and modern technical infrastructure system according to the detailed construction planning of 1/2000 scale approved by the Provincial People's Committee in Decision No. 3357/QD-UBND dated October 13, 2011.

The project has an area of 286.82ha, including administrative boundaries in the communes: Hoang Anh, Hoang Long and Hoang Quang, Thanh Hoa city; Hoang Minh, Hoang Dong, Hoang Thinh, Hoang Hoa district (Thanh Hoa). Designed as a model industrial park, meeting international standards for multi-sectoral service; When put into operation, it will attract from 60,000 to 80,000 employees.

Policy and orientation to build FLC Hoang Long Industrial Park into a model industrial park:

- Model both in terms of infrastructure investment, in terms of green, clean and beautiful architectural landscape; model both in terms of convenience and attractiveness to investors, in terms of attracting environmentally friendly high-tech and clean industrial projects;

- And especially the model of both taking care of and arranging working, living and resting conditions for employees, arranging public service works, housing for workers; strive to basically fill the industrial park phase 1 by 2017 and prepare the conditions for investment in the phase 2 industrial park.

This project was selected as one of the ten typical projects to welcome the 18th Congress of Thanh Hoa Provincial Party Committee, term 2015-2020.

On October 12, 2018, at a meeting with the leaders of FLC Group, the People's Committee of Thanh Hoa province concluded that the Management Board of Nghi Son Economic Zone and Industrial Parks was assigned to assume the prime responsibility for, and coordinate with the Departments, Relevant departments and branches study the order and procedures to adjust 1/2000 planning of Hoang Long Industrial Park project to urban area project.

In March 2020, the Management Board of Nghi Son EZ and industrial zones of Thanh Hoa province proposed to withdraw the planning of FLC Hoang Long Industrial Park.

Instead, there are two other industrial parks that have been proposed to be added to the system of industrial parks in the province in the future, including:

- Industrial park combining urban and service in the West of Thanh Hoa city (in the area of Dong Son district)

- Industrial park combining urban and service North Thanh Hoa city (in the area of Hoang Hoa district).
