Next, the City Council also focused on discussing, considering and approving a number of resolutions such as the proposal to invest in the Ho Chi Minh City - Moc Bai expressway project (Tay Ninh) with a total investment of phase 1 of 15,900 billion; public investment plan with total local budget capital of 142,557 billion; approved, adjusted down VND 6,444 billion of investment capital for projects with low disbursement rate and projects that have not been implemented or constructed.

Notably, the City Council also considers delaying the collection of fees for the use of infrastructure works, public utility service works in the seaport border gate area in the city, from 0:00 on January 1. From 10/2021 to 0:00 on April 1, 2022, contributing to supporting production and business activities for enterprises. This is the second time the City People's Committee has proposed to delay the collection of seaport infrastructure fees, in order to support businesses in the face of the impact of the Covid-19 epidemic.

The People's Council of Ho Chi Minh City will also elect members of the City People's Committee for members who have been elected as the Director of the Department, the Chief of the Office according to regulations.

In addition, the City Council also heard reports on the prevention of the Covid-19 epidemic in the city as well as the issuance and implementation of Resolution 97/2021 on policies to support people facing difficulties due to the impact of the Covid-19 epidemic.

Reported at the meeting, the City People's Committee said that as of today (October 18), 22 districts, districts and Thu Duc city had met the criteria for epidemic control, preparing to enter the new normal phase. The number of infections in the day has dropped to triple digits and the number of deaths has dropped to double digits; the rate of 1st dose vaccination for people over 18 years old reached 99%, the rate of 2nd dose injection reached over 76%; The health system continues to be strengthened.

Due to the impact of the Covid-19 epidemic, the city's production and business sectors in the first 9 months of the year dropped sharply. Gross domestic product (GRDP) is estimated to decrease by 4.98% and forecast for the whole year to decrease by 5.56% (with the target of 6% increase); total disbursed investment capital only reached 32% of the plan. The city is expected to complete 11/29 component targets (37.93%), fail to complete 13/29 targets (44.83%), 5 targets have not been calculated at this time. Accordingly, it is forecast that state budget revenue will not decrease deeply, but it will be very difficult to complete the 2021 plan.

According to the report of the People's Committee of Ho Chi Minh City, the Ho Chi Minh City - Moc Bai expressway has a starting point from Ring Road 3 in Cu Chi district (HCMC) and the end point connecting to National Highway 22, Moc Bai border gate area.

The Ho Chi Minh City - Moc Bai Expressway has a different scale between the section through Ho Chi Minh City and the section through Tay Ninh province. Specifically, the section through Ho Chi Minh City will have 8 lanes with a length of 23.7 km; The section through Tay Ninh province has 6 lanes with a length of about 26.3 km.

At the road sections passing through the existing residential area, the project will have a residential road on one side or two sides.
