The industrial land fund to call for investment attraction in Hau Giang province is not enough to meet the demand. Therefore, the establishment of new industrial zones is very urgent.

Impressive results

In 2007, Hau Giang province established the first industrial park, Song Hau Industrial Park - phase I (in Chau Thanh district) with an area of 290.79 hectares.

Currently, the province has planned and is developing 2 industrial zones, 4 industrial clusters with an area of about 912.6 ha; Song Hau Industrial Park Operations Center (12.55 ha) and Hau River Power Center (355 ha).

Industrial zones and industrial zones of the province are planned to be built in convenient locations for traffic. In terms of road, industrial zones and industrial zones are adjacent to the South Song Hau National Highway, National Highway 1, National Highway 61C..., conveniently connecting with localities in the Mekong Delta and Ho Chi Minh City. Regarding waterways, industrial zones and industrial zones adjacent to Hau river, Ba Lang river, Xa No canal, adjacent to international seaport system, such as Vinalines port (in Song Hau Industrial Park), Cai Cui port, can receive ships of 10,000 - 20,000 tons, convenient for transporting raw materials and goods for production and export. By air, industrial zones and industrial zones are located within a radius of 15-20 km from Can Tho International Airport.

Besides the convenient location, the industrial zones and industrial zones of Hau Giang province are located on the abundant raw materials of agricultural products and seafood (rice, fruits, vegetables, shrimp, fish...) in the locality and neighboring provinces. close. This is a great advantage to attract investment in developing the processing industry. In addition, industrial zones and industrial zones are located in areas with extremely difficult socio-economic conditions, so they are entitled to the highest incentives according to regulations.

Administrative procedures when investing in industrial zones and industrial zones are carried out according to the "one-stop" and "one-stop shop" mechanism. All procedures are carried out quickly and efficiently through the "one-stop shop" at the Management Board of Industrial Parks in Hau Giang province.

With the view: "The success and growth of enterprises is also the sustainable development of the province", the Management Board of Hau Giang Industrial Parks always creates favorable conditions for investors to save time and money. costs when investing in industrial zones, industrial zones from the initial contact stage to the project's operation. In particular, the provincial leaders, the Management Boards of IZs, departments, branches and People's Committees of districts, towns and cities regularly strengthen dialogue with investors, promptly help and remove difficulties and obstacles. problems for businesses, especially in terms of site clearance, land allocation and land lease for investors to implement projects.

Although formed late, but with the advantage of geographical location, convenient transport infrastructure connection system, outstanding preferential mechanisms and policies and the open investment environment of the province, industrial parks and industrial zones should be established. Hau Giang's focus on attracting investment achieved impressive results.

Currently, Song Hau Industrial Park - Phase I has filled over 90% of industrial land, Tan Phu Thanh Industrial Park - Phase I also has an occupancy rate of over 73.4%. In particular, in terms of attracting investment capital, the concentrated industrial zones and industrial zones of Hau Giang province are ranked second in the Mekong Delta region (after Long An).

According to a report by the People's Committee of Hau Giang province, there are 106 investment projects in industrial zones and industrial zones in the province so far (of which 60 projects have been put into operation), with a total capital of 76,178 attracting domestic investment. billion VND, foreign investment capital is 3,802.5 million USD. In particular, with the efforts in calling and attracting investment, currently in industrial zones, industrial zones managed by the province (Management Board of Industrial Parks) have attracted 73 projects (including 12 foreign projects) with total registered capital is 74,309 billion VND and 3,802.5 million USD. At the CCNs managed by district level, 33 projects have been attracted, with a total registered investment capital of 1,869 billion VND.

Over the years, industrial zones and industrial zones in the province have actively contributed to the local socio-economic development. Particularly in 2020, enterprises in industrial parks and industrial zones of the province create industrial production value of about 28,202 billion VND, accounting for 68.29% of the province's total; export value reached about 531,665 million USD, accounting for 79.35% compared to the whole province; import value reached 342,481 million USD, accounting for 87.59% of the whole province; budget revenue is about 543 billion dong, accounting for 16.72% of the whole province (value of domestic revenue); participate in creating jobs for over 25,000 laborers of the locality and neighboring provinces and cities.

Proposal to develop 12 more industrial zones

In the medium-term public investment plan for the period of 2021 - 2025, in the Mekong River Delta will invest in many key works and projects on transport infrastructure, such as: Can Tho Expressway - Ca Mau; Chau Doc - Can Tho - Soc Trang… Besides, projects to upgrade and expand some national highways in the region are also being implemented. These projects not only remove traffic congestion, but also create an important impetus for localities in the region to receive the investment wave.

As one of the "bright spots" in terms of investment attraction of the Mekong Delta and directly benefiting from the above projects, Hau Giang will continue to be an attractive destination. However, at present, the industrial land fund to call for investment attraction in the province is not much to be able to meet the needs of investors in the near future. Therefore, the need to establish a new industrial zone is very urgent.

In order to create a fund of "clean land" to welcome investment opportunities, the Management Board of Hau Giang Industrial Zones advised the People's Committee of Hau Giang Province to request the Ministry of Planning and Investment to approve the Project on Supplementing the planning of Dong Phu Industrial Park. (about 120 ha) into the Development Plan of Industrial Parks in Vietnam as soon as the Prime Minister agreed to add an increase in the land use target of the industrial zone of 120 ha for Hau Giang province. In addition, the Board also advised the Provincial People's Committee to develop mechanisms and preferential policies on capital for site clearance, investment capital for infrastructure construction of industrial zones to call for attracting investors in industrial park infrastructure, Centralized CCN.

Mr. Nguyen Phong Minh, Head, Management Board of Industrial Zones of Hau Giang province, said that the People's Committee of Hau Giang province had a policy of assigning the Management Board of Industrial Parks to prepare a scheme to supplement the planning for development of industrial zones in Hau Giang province in the coming period. the 2021 - 2030 period into the planning of Vietnam's industrial zones; in which, it is expected to develop 12 industrial zones with a total area of about 5,438 ha.

Specifically, Chau Thanh district planned 7 industrial zones, including Dong Phu Industrial Park (120 ha), Dong Phu Industrial Park - phase II (290 ha), Dong Phu Industrial Park - phase III (334 ha), Song Hau Industrial Park - phase II (305 ha), Song Hau Industrial Park - phase III (202 ha), Phu Tan Industrial Park (1,406 ha), Phu Huu Industrial Park - phase I (1,105 ha). Chau Thanh A district planning Nhon Nghia A Industrial Park (237 ha), Tan Phu Thanh Industrial Park - phase II (274 ha), Tan Hoa Industrial Park (475 ha). Phung Hiep district planning Long Thanh Industrial Park (290 ha) and City. Intersection planning Tan Thanh Industrial Park (400 ha).

“In parallel with the formulation of the Scheme on Supplementing the planning of industrial zones development in Hau Giang province in the period of 2021 - 2030 into the planning of Vietnam's industrial zones, the Management Board of Hau Giang industrial zones has also proposed 6 areas with the location adjacent to the industrial park for the construction of urban - service, resettlement, residential, social housing areas serving the IZ with an area of about 654 ha in the districts of Chau Thanh, Chau Thanh A and Phung Hiep”, Mr. Nguyen Phong Minh informed.
