Dinh Vu - Cat Hai Economic Zone

Dinh Vu - Cat Hai Economic Zone was established and operated under the Prime Minister's Decision No. 06/2008/QD-TTG issued on January 10, 2008. This is one of the five key economic zones along the coast of the country.

General information

1. Spatial development orientation Area : 22,540 hectares including tariff area and non-tariff area. Decision 1438/2011/QD-TTg

Population :

– In 2010: 106,823 people

– Forecast to 2025: 310,000 people

Land scale:  Total natural land area is 22,140 ha, including:

– Land of non-tariff zones: 1,258 ha

– Land of the important areas: 12,932 hectares

– Other land: 8,350 ha

Port system : 1,046 hectares including

– Hai Phong international gateway port (Lach Huyen deep water port): 640 ha

– Dinh Vu Port: 251 ha

– Nam Dinh Vu Port: 144 hectares

– Cat Hai Port (fishing port): 11 hectares

Industrial Park : 4,550 ha

– Ben Rung Industrial Park: 319 ha

– VSIP: 698 hectares

– Trang Due Industrial Park: 400 hectares

– Nam Trang Cat Industrial Park: 138 ha

– Dinh Vu Industrial Park: 681 ha

– Nam Dinh Vu Industrial Park: 867 hectares

– Cat Hai – Lach Huyen Industrial Park: 1,447 ha

2. Land use planning

Non-tariff zone : 1,258 ha

Functions:  financial service center, banking, operating area, product promotion and display, customs office, export processing zone, processing industry, export recycling.

– Nam Dinh Vu area: 448 hectares

– Lach Huyen Port Area: 810 hectares

Enterprises investing and operating in Dinh Vu - Cat Hai economic zone will enjoy priority and incentive policies.


Encouragement of the EZ

Normal tax rate


 Corporate income tax

 Rate 10% for 15 years Tax free for 4 years

50% off for 9 consecutive years


 From the first year, the enterprise's new investment project has revenue as prescribed in Decree 218/2013/ND-CP.

 personal income tax

50% discount for individuals working directly in the Economic Zone

  No reduction


 Import and export tax

Goods that are not subject to import and export tax:
– Goods are exported from non-tariff zones to foreign countries.
– Goods are imported from abroad to the non-tariff zone and can only be used in the non-tariff zone.


According to the provisions of Decree 87/2010/ND-CP.

 V.a.t tax

Goods and services traded between foreign organizations and economic zones or traded between economic zones are not subject to Value Added Tax.
– Goods and services sold and provided in the non-tariff zone will be subject to the tax rate of 0%.


According to the provisions of Decree 209/2013/ND-CP.

 Special consumption tax

Goods not subject to special income tax:
– Goods imported from abroad into the non-tariff zone.
- Goods sold from inland into the non-tariff zone and used only in the free trade zone.
– Goods are traded between non-tariff zones, except for cars with less than 24 seats


According to the provisions of Decree 26/2009/ND-CP.

Land and water surface rental fees

Land and water surface rental fees are exempted for the whole lease period in the following cases:
– Investment projects in the fields of special incentives in areas with extremely difficult economic conditions.
– Project of using land to build houses for workers working in industrial parks.
– Land is used to build infrastructure in the industrial park.
Land rent and water surface rent will be waived after the basic construction phase is free of land rent and water surface rent:
– 11 years for investment projects in areas with special socio-economic conditions hard.
– 15 years for projects in the fields of special investment incentives in economic areas with extremely difficult socio-economic conditions.
