Development planning of Cha Lo border gate economic zone:

Cha Lo border gate economic zone was established under Decision No. 137/2002/QD-TTg dated October 15, 2002 of the Prime Minister.

Cha Lo border gate economic zone has a natural area of 538 km2 including 6 communes: Dan Hoa, Trong Hoa, Hoa Thanh, Hoa Tien, Hoa Phuc and Hong Hoa belong to Minh Hoa district.

 

On February 21, 2014, the Prime Minister signed Decision No. 283/QD-TTg approving the general planning on construction of Cha Lo border gate economic zone, Quang Binh province to 2030 (Planning).

 

1. Scope of construction general planning research:

Including administrative boundaries of 06 communes in Minh Hoa district are: Dan Hoa, Trong Hoa, Hoa Thanh, Hoa Phuc, Hong Hoa and Hoa Tien with a total area of ​​53,923 ha.

- The North and Northeast borders on Tuyen Hoa district.

- The South borders with Xuan Hoa, Yen Hoa, Hoa Hop and Hoa Son communes.

- The West borders the Lao People's Democratic Republic.

2. Properties:

- Being the economic and urban center of the west of Quang Binh province.

- As a transshipment hub, an import-export center of goods and services of Quang Binh province with Laos and Thailand.

- An area with an important position in terms of national security and defense.

3. Population size forecast:

It is forecasted that by 2020, the population size will be about 20,500 people. The urban population is about 11,000 people.

It is forecasted that by 2030, the population will be about 30,000 people. The urban population is about 27,500 people.

4. Scale of construction land:

- By 2020, the demand for concentrated construction land will be about 1,050 hectares. Including: Civil land is about 90 hectares, the target of civil land is 81m2/person; Non-residential land is about 960 ha, of which land in the non-tariff area is about 300 ha.

- By 2030, the demand for construction land will be about 2,060 ha. Including: Civil land is about 223 ha, the target of civil land is 81m2/person; Non-residential land is about 1,837 ha, of which land in the non-tariff area is about 300 ha.

5. Space development structure:

The spatial development structure of Cha Lo border-gate economic zone (hereinafter referred to as Economic Zone for short) is divided into 03 regions as follows:

a) Border-gate commercial development and forest ecological conservation (including Dan Hoa and Trong Hoa communes):

- Developing the gateway area of ​​the economic zone from Cha Lo border gate to Bai Dinh. This zone is a non-tariff zone with the development core as a service, trade and bonded warehouse at Bai Dinh.

- Orientation for agricultural and forestry production is mainly: Zoning and protecting watershed forests and raising cattle.

b) Industrial and agricultural development zones (including Hoa Thanh and Hoa Tien communes):

- To develop Hoa Tien residential area into a grade V urban area, which is a nuclear city promoting development for the whole region. To build Khe Ve junction into a large commercial and industrial service center of the Economic Zone.

- Regional production orientation: Planting rubber trees, fruit trees, peanuts, rice, maize and other beans and crops...

c) Agricultural and forestry production areas (including Hoa Phuc and Hong Hoa communes):

- Building the center of Hong Hoa commune (Song confluence area) as the nucleus to promote regional development.

- Production orientation of the region: Afforestation, forest protection, livestock development and perennial tree planting.

6. Functional subdivision:

a) Non-tariff zone (about 300 ha):

The non-tariff zone is located adjacent to Cha Lo border gate, which is the gateway of the economic zone and a priority area for development of border trade and services. Arrange the functions of trade, services and logistics for import and export, the commercial and industrial zone (tax-free) associated with the main border gate.

Component functional areas:

- Area for administrative management, management and control of the border gate: Located next to the border gate, where the administrative agencies, economic, social, security, defense, import and export of goods and services are concentrated, place of transaction, management of import and export goods and commercial services.

- Bai Dinh commercial-industrial park: Separated by a fence from the surrounding area. Arrange commercial and industrial zones at Bai Dinh; Bai Dinh area will arrange cargo control stations. This goods checkpoint is the gate of the non-tariff area from Cha Lo border gate to Bai Dinh with other tariff areas of the Economic Zone.

b) Urban-rural residential areas:

The area of ​​land for urban construction and concentrated residential areas of the economic zone is about 2,060.05 ha, including 02 urban centers in Dan Hoa and Hoa Tien - Hoa Thanh communes. In addition, there is a concentrated residential area (commune cluster center) located in Hong Hoa commune, specifically:

- Cha Lo - Bai Dinh border gate urban area (class V urban area); Including the space from Bai Dinh to the center of Dan Hoa commune is Y Leng. The scale of concentrated construction land is about 172.59 ha, the population is about 2,000 - 2,500 people; develop on the basis of service-industrial center at Bai Dinh and existing center of Dan Hoa commune. Y Leng Center is renovated, upgraded and developed according to the model of ecological development associated with natural hills and trees.

- Hoa Tien urban area: Located along Ho Chi Minh road, mainly in Hoa Tien commune and a part of Hoa Thanh commune. The scale of construction land is about 1,587.46 ha and the population is about 23,000 - 25,000 people. This is the largest urban development area of ​​the economic zone, is a logistics and service center, ensures commercial and service activities, creates attraction and has the same technical infrastructure as urban areas. type V.

- Concentrated residential area in Hong Hoa commune: Construction land size is about 178.76 ha, population is about 1,000 - 1,500 people. The commercial service area was formed based on the center of the old Hong Hoa commune at the Song confluence and was developed into the center of the eastern cluster of communes of the economic zone (including 02 communes Hoa Phuc and Hong Hoa). Arrange living quarters for a part of workers in industrial and forestry zones in Hong Hoa and Hoa Phuc. Formation of a resettlement area in the area; building Hong Hoa processing and handicraft industrial zones.

- Rural residential areas: Commune center points (minimum scale from 15 to 50 households/site - cluster) need to be invested in construction and development. These centers are built with synchronous technical and social infrastructure to ensure convenience for residents.

- To build villages in the direction of encouraging the preservation of traditions of ethnic groups in the region.

- Rural areas will be upgraded to existing conditions, improve infrastructure systems, and improve people's living standards; building a basic house model is a garden house.

c) Industrial-service zones - clusters:

- The service-commercial zone is located in Dan Hoa commune, on the National Highway 12A axis, with an area of ​​3.6 ha.

- Bai Dinh industrial - service - commercial cluster, with an area of ​​about 67 ha: It is a multi-sector general industrial - service - commercial cluster such as: Assembly; processing agricultural - forestry - aquatic products; consumer goods: textiles, leather shoes, electronics, high-end refrigeration, electrical appliances, high-quality electrical appliances; packaging, packaging... Allows the implementation of projects that control the possibility of causing environmental pollution.

- Major industrial cluster: Processing agro-forestry products, consumer goods, textiles, plastics, leather shoes, electronics... with a scale of 75 ha at Khe Ve junction. Service - commercial area, size of about 60.2 ha. Industrial cluster north of Hoa Tien urban area with major industries: auto repair, assembly, packaging, packaging, consumer goods, stationery equipment, sports equipment... with a scale of about 50 ha. Limit the arrangement of industries that are likely to cause environmental pollution.

- Hoa Tien handicraft cluster, with a scale of 20 ha and a limestone mining area with a scale of 15 ha.

d) Agro-forestry development and contingency areas:

The decentralized construction zone is the agricultural, forestry and specialized farming area of ​​the economic zone. The total area of ​​the region reaches 10,000 ha, of which the land fund for farm construction is 3,530 ha, the land fund for industrial crop development is 6,470 ha.

The model of farm development is medium-sized, using a moderate land fund (the module should be 5-10 ha/farm). Particularly for rubber with high efficiency, it can allow the formation of larger-scale farms that do not develop quickly. The type of development incentives here are:

+ Cultivation farm: Growing annual crops on a scale of over 3 hectares; perennial crops on a scale of over 5 hectares; forestry farms from 10 ha; medicinal farm...

+ Livestock farms: Types of large cattle raising: buffaloes, cows, etc... breeding and milk production; livestock for meat; Cattle raising: Pigs, goats...

+ Farms of agricultural, forestry and aquaculture products with specific characteristics such as salmon, sturgeon, flowers and medicinal plants; coffee, pepper...

dd) Areas of management and conservation of natural landscapes:

The natural landscape conservation management area includes the border belt areas and the Gianh river watershed protection forest area in Dan Hoa, Trong Hoa and Hoa Thanh. The area of ​​the whole region is about 40,000 ha.

At present, the land fund in the region is mainly primary forest, protection forest on high altitude or steep slope, difficult to access. Located in the green corridor of the Central Truong Son region, adjacent to large nature reserves, these areas themselves have very high value in plant and animal resources, play a role in water retention and flood control. for urban areas downstream.

The area does not allow the construction of civil works, encourages activities of scientific research, adventure tourism, tourism to learn about nature.

7. Land use planning:

The total natural land area of ​​the Economic Zone is 53,923 hectares, of which:

- Concentrated construction land will be about 1,049.9 ha by 2020 and about 2,060 ha by 2030.

- Land for civil construction will be about 89.1 ha by 2020, about 222.7 ha by 2030.

- Land for construction of industrial clusters, handicrafts, trade and services will be about 92 hectares by 2020, about 237 hectares by 2030.

- Land for external traffic is about 10.56 ha by 2020 and 33 ha by 2030.

- Security and defense land is about 13.28 ha.

- Land in the non-tariff zone is about 300 ha.

- Forestry land will be about 43,832 hectares in 2020, about 42,955 hectares in 2030.

- Agricultural production land 1,318 ha.

- Land for cemetery, key works is about 35.48 ha.

- Other special-use land, land reserved for development, urban water surface, unused land in 2020 about 7,723.0 ha, about 7,590.0 ha in 2030.

8. Organization of architectural space:

a) Spatial layout:

- Space by functional area:

+ Urban - commercial, industrial - service space: The urban development area in the economic zone is divided into areas according to their characteristics, which have been planned for land use, development strategy and design. specific urban areas for each zone. Specifically: Cha Lo border gate area, Cha Lo - Bai Dinh border gate urban area (from Bai Dinh to Y Leng concentrated residential area), industrial - service - commercial cluster at Khe Ve junction, urban Hoa Tien, a concentrated residential area in Hong Hoa (the center of the commune cluster).

+ Space for development of agriculture, forestry and reserve: Including areas for farm development, areas for developing raw material forests for industry, areas for rice and crops.

This area has low density of constructions serving agriculture and forestry. With farm areas, construction density is not regulated. The works must be suitable for the type of farm and agro-forestry production. Limit the construction of works in the group of houses and urban centers here.

+ Space for natural landscape conservation and green space: Including areas of Gianh river watershed forest, protection forest of Dan Hoa, Trong Hoa, Hoa Thanh communes, protection and conservation forest of Hoa Tien and Hoa communes Phuc and Hong Hoa commune.

This area is a small construction site for the purpose of control and protection. Restricted route-based ecotourism activities are allowed. Works for these activities must ensure harmony with nature, without affecting the landscape and ecology.

- The main spatial axes of Cha Lo border gate economic zone include:

+ Spatial axis of National Highway 12A, National Highway 12C.

+ Ho Chi Minh Road spatial axis.

- Focus spaces:

+ Center of the non-tariff zone (Cha Lo border gate, Bai Dinh).

+ Industrial - commercial - service zone concentrated at Khe Ve junction.

+ New urban center: Cha Lo border gate urban area - Bai Dinh, Hoa Tien, concentrated residential area (center of commune cluster) Hong Hoa.

+ Green space, forests, farms and farms in the border gate economic zone.

b) To preserve, embellish and exploit the landscape:

- Local leveling of construction sites, without disrupting the natural landscape.

- Protecting natural ecosystems of hills and mountains, renovating and supplementing with suitable crops.

- Preservation of relics, typical rural landscape of the area.

- Thoroughly exploit the mountainous areas, along rivers and lakes, forming green areas for tourism.

- Connecting and protecting the system of trees, water surface and mountains into a natural framework for sustainable environmental protection.

9. Orientation of technical infrastructure system planning

a) Traffic:

- External transportation system:

The economic zone's external road traffic network includes national highway 12A, national highway 12C and Ho Chi Minh road.

The border patrol route is located in the communes along the Vietnam-Laos border, namely Trong Hoa and Dan Hoa, with a total length of about 49 km.

- Traffic in the economic zone:

According to the topography, the road network is designed according to the mixed herringbone model, closely following the status quo. With the longitudinal axes are National Highway 12A, National Highway 12C and Ho Chi Minh Road, the section running through the Economic Zone. The horizontal axis connecting residential areas together are regional roads.

+ Urban transport: For the three central urban centers of Hoa Tien, Hong Hoa and Y Leng, they are built on the basis of national highway 12A (for Y Leng urban area), national highway 12C (for Hong Hoa urban area). ), Ho Chi Minh road (for Hoa Tien urban area)... The road network is organized in addition to herringbone form combined with organic form in housing groups. For commune centers: Dan Hoa, Trong Hoa, Hoa Thanh, Hoa Phuc, the road network is organized in accordance with the nature of each zone.

+ Rural transport: Associated with the new rural transport program of the commune and district. In the first period from now to 2015, to prioritize investment in construction, renovation and embellishment of existing inter-commune roads. The rate of solidification is 70% of the existing intra-village road network, concentrated in the central areas.

b) Floor leveling, rainwater drainage:

- Leveling background:

+ Construction heights of large concentrated construction areas:

. Central border gate area: ≥ +371.10 m.

. Bai Dinh area: ≥ +168.60 m.

. Y Leng urban center area: ≥ +135.90 m.

. Hoa Tien urban center area: ≥ +88.40 m.

. Hong Hoa urban center area: ≥ +72.10 m.

+ The elevation of the riverside area is taken to be equal to the current road and population elevation, ensuring that when there is a flood, the flood drainage will not be obstructed.

+ The field areas, if built, must add 2-3 m depending on the location.

Drain direction:

+ Main drainage direction: Exit to Gianh river and some other small canals;

+ Local direction: At each residential cluster, the drainage network will be divided into small drainage basins suitable for topography and ground leveling in order to drain quickly and efficiently;

+ System: Building a mixed sewer system. The old residential area built a semi-private sewer system, the new construction areas built a completely separate sewer system.

c) Water supply:

- Surface water is selected as the main source of water for domestic use.

- In addition to concentrated water supply areas in urban areas, rural residential areas shall build self-flowing centralized water supply systems with small capacity, spring water source or well pump according to master plan on water supply. clean water and rural environmental sanitation. Areas with thin aquifers can build wells.

- Water consumption standard: 120L/person day and night for urban areas, non-tariff areas and 80L/person day and night for areas outside urban areas and industrial zones is 20 m3/ha.

d) Power supply:

- Electricity supply:

+ Using station 110/35/6 KV - 2x25 MVA river Gianh.

+ From 2016 - 2020 to build a new 110 KV Minh Hoa station 110/22 KV - 25 MVA.

+ Increasing the capacity of Quy Dat intermediate station from 35/22 KV - 3200 KVA to 35/22 KV - 2x3200 KVA.

- Grid

35/22 KV grid: With the planning and development of the economic zone, it is necessary to renovate and build new transmission lines. Specifically, renovating route 22 KV, outputting route 472 from Quy Dat intermediate station, raising the cross-section from AC 70 to AC 120.

0.4 KV grid: Low voltage stations in industrial zones must comply with the design of the scale and location of each specific factory. In residential areas, newly built urban centers should use closed-type stations to ensure urban beauty. Low-voltage power system uses a voltage level of 380/220 V three-phase four neutral wires directly grounded. In urban areas, the low-voltage grid must go underground, and the suburban areas can walk. The low-voltage grid has a power supply radius of no more than 300 m in urban areas and not more than 500 m in suburban areas in order to avoid the voltage drop at the end of the line exceeding the allowable limit.

Lighting grid: Complete the lighting system of the economic zone, lighting up the main roads, regional roads, internal roads, residential areas. Renovate and upgrade the old floating lighting system into underground cables in the period after 2020.

dd) Draining dirty water and cleaning the environment:

- Draining dirty water:

+ Domestic wastewater: Urban areas use separate wastewater drainage systems, wastewater is taken to centralized wastewater treatment stations for treatment according to current regulations and standards before being discharged into receiving sources. . Construction of treatment tanks combined with underground filter yards.

+ Industrial wastewater: At each industrial cluster concentrated in Cha Lo, a wastewater treatment station will be built for that industrial cluster. Wastewater in industrial parks and handicrafts must be treated according to current regulations and standards before being discharged into the environment.

- Environmental sanitation:

+ Solid waste has been collected and transported to a concentrated solid waste treatment area in Hong Hoa, Dan Hoa, Trong Hoa communes and built a solid waste transfer station for the entire economic zone in Hoa Tien. .

+ Cemetery: To build a concentrated cemetery to the west of Hoa Tien town, with an area of ​​8 hectares, serving burial for Hoa Tien town, Hoa Tien commune and Hoa Thanh commune. In the communes of Dan Hoa, Trong Hoa, Hoa Thanh, Hong Hoa and Hoa Phuc, each commune builds a cemetery serving the commune with a scale of 0.5 - 2 ha.

e) Contact information:

Increase investment in internet network infrastructure to areas in the Economic Zone.

To develop post offices, cultural and social post offices, to invest in new investments in combination with modernizing communication and broadcasting infrastructure systems to serve and satisfy the population in the economic zone.

10. Construction planning for the first phase to 2020:

Focusing on investment and construction of technical infrastructure and works in the nuclear area of ​​the economic zone in Dan Hoa, Hoa Thanh and Hoa Tien communes, including:

- Invest in the construction of border gate infrastructure, upgrade national highway 12A from Khe Ve fork to Quoc Mon gate.

- Non-tariff area of ​​about 300 ha (Cha Lo border gate center area is about 35 ha; Bai Dinh industrial - commercial - service zone is about 67 ha; infrastructure of commercial and service area in Dan Hoa commune scale of 3.6 ha).

- Khe Ve junction commercial and service area with an area of ​​about 35.2 ha.

- Invest in building infrastructure in the center of Hoa Tien urban area.
