I. NATURAL AND SOCIAL CONDITIONS of Bai Tranh Industrial Park:

1. Potential and geographical location: The location of the planning study area is determined on the administrative boundary of Xuan Binh commune. Located in the southeast of the city, on Nghi Son - Bai Tranh road.

- About 33km from Nhu Xuan district center to the south.

- By Nghi Son - Bai Tranh: + 4.8km from Ho Chi Minh road

                                              + 45km from Nghi Son port

2. Climate: The average annual air temperature is 23.0 0C, the crop accounts for about 60-65% of the heat in May and October.

The highest average temperature of the year in July is about 28.4 0C–29 0C, the highest is 41 0C.

The lowest average temperature of the year in January is about 16-17 0C, the lowest temperature is not more than 5 0C.

3. Terrain: The terrain is flat, most of the area is planned for rubber plantations of the farm. Rubber planting areas have been improved ground, divided by the in-field transportation system.

4. Population, labor: The industrial zone planning area is mainly located on the rubber plantation land of the farm in Xuan Binh commune, currently has 35 households with 136 people, mainly living on agricultural production. , planting and taking care of rubber trees for the farm, life is still poor and low. The population density is low, mainly along Nghi Son - Bai Tranh road.

II. SOCIAL-TECHNICAL INFRASTRUCTURE

1. Traffic system:

a/ External traffic: The study area has Nghi Son - Bai Tranh route passing from Ho Chi Minh road to Nghi Son port:

b/ Inland traffic:

Currently, the commune is investing in building a commune trunk road connecting Nghi Son - Bai Tranh via Xuan Binh commune committee to the residential area of ​​village 7 with a wide road surface.

- In addition to the above asphalt road, the remaining roads are soil, rock, trails, and rubber plots.

2. Electrical system:

National grid power is taken from 35kv line, 377 highway from Nong Cong 110kV intermediate station cs (1x25) MVA-110/35/10kV.

3. Water supply:

There is no clean water supply system for the area.

Water for domestic needs supplied to the population in the study area is groundwater through a well system, this water source is unstable according to the season of the year, there is usually no water in the dry season. Water for agricultural production is Dong Can lake water with a useful capacity of 1.6 x 106 m3/day.

III. PLANNING

3.1. Features and Functions:

- As a concentrated industrial park of the province associated with Bai Tranh urban area and surrounding areas, it is the focal point linking Nghi Son economic zone with the Ho Chi Minh route. Industries calling for investment include:

+ Agricultural and forestry product processing industry, mineral exploitation, construction material production and agricultural and forestry mechanical repair...

+ Logistics services, packaging and ancillary fields for Nghi Son industrial park.

3.2. Determine the investment model.

          Divided into 3 groups:

          * Group A : - Processing agricultural and forestry products.

          * Group B :

          - Producing agricultural and forestry machinery and equipment; Mechanical repair services;

          - Logistics services; packaging production… (supporting industry)

          * Group C:

          - Exploiting, producing and processing building materials that have been and are in operation.

Electricity fee: 0.1 USD during peak hours/ 0.05 USD during normal hours/ 0.03 USD during off-peak hours

Clean water usage fee: 0.40 USD/m3. The amount of clean water used is calculated according to the reading on the water meter

Waste water & solid waste treatment fee: $0.28/m3. Pre-treatment quality requirement is grade B after treatment is grade A
