VAN PHONG ECONOMIC ZONE

General planning of Van Phong economic zone in Khanh Hoa province up to 2020 has been approved by the Prime Minister in Decision 51/2005/QD-TTg dated 11/3/2005 with the nature of a general economic zone, in which Port International container transshipment plays a key role, combining multi-sectoral economic development, including tourism, services, industry, aquaculture and other economic sectors.

During the implementation of the plan, a number of development investment needs have arisen that are different from the content of the previously approved planning. In which, there are a number of projects included in the planning but need to adjust the location and scale; Some projects have registered for investment or are being implemented but have not been included in the previous planning; Some projects need to continue to be added to the planning; Some projects have been planned but are not expected to continue...

In the face of new contexts and requirements, it is necessary to adjust the general planning of Van Phong Economic Zone in order to better and more flexibly meet development needs, promote efficiency and harmonize potentials. capacity of the Economic Zone.

Design task Adjustment of the general planning of Van Phong economic zone to 2030 has been approved by the Prime Minister in Decision No. 2152/QD-TTg dated December 17, 2009 with the nature of a multi-purpose economic zone. industries and multi-sectors in which international container transshipment port, petrochemical industry, transshipment of petroleum and petroleum products play the leading role, combining economic development with tourism, services, industry, aquaculture and other economic sectors; Being the economic center of Khanh Hoa province, it plays a leading role in attracting investment and as a driving force for economic development for neighboring regions and for the whole country.

Currently, the project dossier is being sent to the Ministry of Construction for appraisal and submission to the Prime Minister for approval.

Van Phong economic zone in Khanh Hoa province was established by the Prime Minister and promulgated the Operation Regulation in Decision 92/2006/QD-TTg dated April 25, 2006 including two main functional areas: non-tariff zone and non-tariff zone. customs area.

I. Non-tariff zone:

1. Van Phong international transshipment port:

+ Start-up phase (until 2010): Port construction planning on the east bank of Co Co from the North of Hon Ong island upwards. Total port area: 40-50 ha. The total length of the wharf route is 700m. The volume of cargo through the port is 500,000TEUs. (Pausing)

+ Planning period up to 2010: To plan the construction of ports on the east bank of Co Co Vung Tau from the North of Hon Ong island upwards. Total port area: 1120 ha. The total length of the wharf route is 1,680m. The volume of cargo through the port is 1.0 million TEUs.

+ Planning period to 2020: Planning to build ports on the north shore of Co Co and east of Co Co from the North of Hon Ong island upwards. Total port area: 400 ha. The total length of the wharf route is 5,710m. The volume of cargo through the port is 4.5 million TEUs.

+ Potential planning stage (beyond 2020): Construction planning is located entirely in Co Co (Dam Mon). Total port area: 750 ha. The total length of the wharf route is 12,590m. The volume of goods through the port is 17 million TEUs.

+ The remaining phases of the project are calling for investment.


2. Hon Gom general service center area:

+ Port logistics service area: 290 ha;

Location: the center of Hon Gom Peninsula, adjacent to the international transshipment port.

+ Trade-financial center: 260 hectares

Location: the center of Hon Gom Peninsula (from the North of Khai Luong Mountain to the South of Ca Ong Mountain)

Features: Multi-functional center: the focus is on service - commerce - finance - banking, combining offices - apartments and hotels, entertainment services.

+ Other support service area: 400 ha.


II. Tax zone.

1. Hon My Giang port area:

Including the port of Hyundai-Vinashin shipyard, Hon My Giang, the northern waters of Hon My Giang. Characteristics: Oil port, specialized port.

Area scale (port, bonded oil depot): 70-80 ha. In which oil port, shipyard port: 50 ha.

2. Residential and urban areas:

2.1 Cape Da Son ecological urban area.

- The area of ​​Da Son Cape in the land of Dam May, belongs to Vinh Yen village, Van Thanh commune, Van Ninh district. The land is partly adjacent to the foot of Hon Nhon mountain and the land is often flooded (Dam May area).

- Planning area: 155.8ha

- Population size: About 9,000 people.

- Characteristics: It is a newly built ecological urban area with high-class housing areas including: apartments, garden houses and villas; there is an urban center for administration, public services, amusement parks, resorts, cultural and sports activities... bearing the characteristics of the mountains and the sea.


2.2 Vinh Yen Resettlement Area.

- The resettlement area, serving migrants is located in the clearance area to build the Van Phong General Economic Zone project (Hon Gom area). To formulate a plan on a residential area with adequate social and technical infrastructure, construction land, production and service areas, and land for housing construction suitable for economic development and stabilizing people's lives. sea-based population, in accordance with local customs and practices. Building landscape of residential area suitable to natural conditions of the project area and the economic zone as a whole.

- Planning area: 94.58 ha

- Population size: About 8,500 people.

* Vinh Yen Resettlement Area (Phase I).

- The area of ​​Da Son Cape in the land of Dam May, belongs to Vinh Yen village, Van Thanh commune, Van Ninh district. The land is partly adjacent to the foot of Hon Nhon mountain and the land is often flooded (Dam May area).

- Planning area: 32.2 ha

- Population size: About 2,800 people.


- Currently, Vinh Yen Resettlement Area (Phase I) has completed construction and resettled some households.

2.3 Urban area and tourism Week Week - Hon Ngang.

- Tuan Le - Hon Ngang urban and tourism area, belonging to Dam Mon economic zone, has an important position in the development of Van Phong bay economic zone. Therefore, the detailed planning of Hon Ngang Week becomes an important starting point for the development of Dam Mon area in particular and Van Phong bay in general in order to bring the general planning idea into reality.

- Planning area: 590.05ha.

2.4 Co Ma circular ecological urban area.

- Co Ma circular ecological urban area is defined as an urban and residential service area, a bridge between the existing Van Gia town and the North Van Phong Bay economic zone. To meet the needs of development investment and resettlement in the early stages as well as the ability to connect with relevant areas, ensure sustainable development goals, concretize the Bay Economic Zone Plan Van Phong as well as the Co Ma Circular Ecological Urban Subdivision Plan until 2020, creating a legal basis and favorable conditions for the formulation of specific projects as well as construction management in the area.

+ The area of ​​land and coastal water surface has an area of ​​2800ha (2050ha of land and 750ha of sea surface) in Van Ninh district, in the area of ​​Van Tho, Van Phuoc, Van Long communes.

+ The area of ​​the island and the water surface along the island has an area of ​​650ha (200ha of island land and 450ha of sea surface along the island) including Hon Bip islands in Van Thanh commune; Hon Mot, Hon Mao and Hon Trau belong to Van Tho commune, Van Ninh district.


2.5 Urban and residential service area Northeastern area of ​​Ninh Hoa:

- Scale of planning: 616.2ha.


2.6 Xom Quan Resettlement Area.

- Scale of planning: 50.28ha.


2.7 Van Thang Resettlement Area.

- On the basis of the policy of developing the northern economic region of the province, the industrial zone of Van Ninh district is approved by the People's Committee of Khanh Hoa province with detailed planning in the area of ​​Van Thang commune - Van Ninh district. To prepare for relocation of households in industrial zones, it is necessary to build resettlement areas for people. This is the first urgent work to be done so that the next steps of the project can be implemented, concretizing the province's socio-economic development strategy.

2.8 Ngoc Son Resettlement Area.

- Ngoc Son resettlement area has a scale of about 4.5ha located in Ninh An commune, about 400m east of National Highway 1A, extracted from a part of lot CN1 under the General Planning of Lac An Residential Area.


3. Tourist areas:

3.1 Hon Ngang - Bai Cat Tham marine eco-tourism area.

- Permeable sand beach eco-tourism area located adjacent to the above area bordering the East Sea, when formed, will contribute to strengthening and diversifying the economic zone in terms of services, and at the same time contributing to the improvement of the natural environment. - Location: Dam Mon village, Van Thanh commune, Van Ninh district, Khanh Hoa.

- Scale of planning: 295.22 hectares of land on Hon Gom peninsula and 160.01 hectares of neighboring sea surface.


3.2 The Complex and Tourism Week Week - Hon Ngang.

- Location: Dai Lanh commune, Van Ninh district, Khanh Hoa province.

- Planning area: 19.84 ha.
